Worth reviewing — payment systems operators and DSA service providers

HM Treasury published this consultation on 15 July 2026. The headline change is straightforward: the government proposes to extend the Bank of England's existing fee regime to cover digital settlement asset (DSA) service providers. DSA service providers were brought within the Bank's supervisory remit by the Financial Services and Markets Act 2023, and this consultation updates the fee framework to reflect that expanded remit.

The consultation also covers the level of caps on the supervisory fees and special project fees that can be levied on all firms in scope. Specified service providers are firms designated as critical to the operation of a recognised payment system. They should read it too, alongside recognised payment systems — this is not just for the newly included DSA firms. To see the proposed cap figures, go to the 23-page PDF linked from the consultation page. The landing page does not carry the numbers.

Responses must be submitted by email to paymentsystemfees@hmtreasury.gov.uk before 11:59pm on 31 August 2026.
